The Eastern Pennsylvania Freight Infrastructure Plan is a blueprint for future investments and policies aimed at mitigating the impacts of freight traffic within the region, while also managing the expected continued expansion of freight uses within Eastern Pennsylvania. This effort includes three distinct documents: the Plan, the Regional Freight Profile, and the Appendices.

The Regional Freight Profile is a companion document to the Plan. This compendium of freight transportation data set the baseline for this effort, helping us understand where, when, and how freight moves throughout the region.
The Appendices highlight many supporting elements, including outreach elements, the results of the project survey, and County-specific industrial profiles.
Policy-focused strategies were developed by the EPFA through what we heard from each MPO partner, as well as input received from public outreach, including industry and stakeholder feedback, as well as comments received from the public survey. These strategies are focused on 7 key action areas, each of which includes elements that can be implemented incrementally to address existing and future transportation challenges.
Elements that require buy-in from multiple or all EPFA members.
Focused on a need to advance regional or multi-jurisdictional zoning, or the development of model ordinance support for EPFA municipalities.
Local, county, or regional focused efforts to improve opportunities for truck parking, truck routes or wayfinding needs.
Focus on maintaining and developing domestic air cargo operations within the region to best meet the needs of freight movement for the EPFA.
Recommendations that address land use, safety, or capacity issues associated with rail freight.
Recommendations that aim to address unmet transit demands associated with freight nodes.
Elements associated with winter weather, storm events, or work zone impacts on key routes.
